We'll begin this tutorial by painting the canvas black. Now change the foreground color to 003296 and grab the "Brush Tool." Have the size set at 50 and the softness set somewhere between 40-50. Create a new layer and click near the center of the canvas to create a blurred circle as I have done below.

Now grab the "Smudge Tool" and set the size to 2 and the strength to 80 and begin to drag away from the blurred circle as I have illustrated below. Spend atleast a minute doing this until it looks similar to mine.

Create a new layer once again and change the foreground this time to 1181E5. Grab the "Brush Tool" again but this time set the size to 40. Click in the center of the previously created circle as I have done below.

Now grab the "Smudge Tool" again and begin to drag away from the blurred circle.

Create a new layer once again and change the foreground this time to white. Grab the "Brush Tool" again but this time set the size to 20. Click in the center of the previously created circle as I have done below.

Now grab the "Smudge Tool" again and begin to drag away from the blurred circle.
